Make sure you don't have any other pd maps in the area that it can be crossing over with this map. I have it in my server now and it works fine. Also try to delete your catche inside your FiveM Folder. These pictures i took lastnight from my server so i know it's working fine.

If you download this make sure to clear your cache in your FiveM Folder and make sure you don't have other maps over lapping this map or it won't work.
