Can you also check The Collector for the 20 Debadged police cars? Its a nice white, yellow black vehicles. its his newest car police pack.

The script is nice but i dont know how the winch works

Simple : You have to add the server.lua inthe DL-Tow script, then you can do /winch behind to the first vehicle and then /winch up to the second vehicle to attach them properly in order to do simple tow.

Other option is /winch up to first vehicle if it's a trailer or flatbed + /winch up to second vehicle to winch the second to the first one 

Is there any way you can find the Ramp editor tool for this?

If you want the ramp editor you will have to find the server.lua that came with it I will most likely not be uploading anything else here until the mods stop letting shit files with backdoors get onto peoples computer.
