They don't have the Departments eup 

I was very happy with the vehicle selection, but ya the eup appears to be default no sign of any Ontario or Canada related textures, models etc, not if this is a server dump, either they didn’t use it and just cars or you have the wrong eup folder

The eup for some odd reason didn't download when I dumped the server.
