vehicle.meta an Search for <audioNameHash> and change the Sound with a Gta Car (like dominator) or a Custom Sound Resource

The no sound is actually because Nuke who created these vehicles is a fucking idiot and doesnt know how to properly build vehicles. He just streches the fenders in zmodeler3 and slaps rim packs onto vehicles and makes the rims bigger. MAYBE once in a while he actually edits the fucking vehicle.

Sound is easily to Fix its just because he uses Custom Sounds for his Youtube. vehicle.meta and them <audioNameHash> and you can change it there.
