Yes. Use Addon Creator Vehicles and Make Non Els Els.

I just did it and it was very easy. You got all of the conifg files (vehicles.meta, etc.) and vehicles files inside the zip. The only thing you need is the "Make non els els" .xml file which is downloadable at LCPDFR. In the conifg I set extra 2-9 to true, LstgActivationType to auto, changed the EnvLight to blue and now the vehicle works like a real ELS one.
