You have to hold "H" and hold left click on your mouse and push it up.

It's actually NOT unrealistic at all. Pretty practical for more rural departments that need a ladder apparatus. Not common, but still realistic. I saw a pick of a pickup chassis that had a smaller aerial on it. It was obviously custom built for a department, and had yet to have lights put on the apparatus, but it's real nonetheless,

well i held H and pressed left click and still not getting the ladder to move up and down
