The vehicles themselves are free. They have been Released to the public, all DOJ vehicles except from LSPD and LSCSO are currently free, Expecting LSPD and LSCSO to go free in the next coming of days.

The ST phase one vehicles were leaked, not the phase two ones, if you could find them for me that would be nice

They also don’t use Nevada based Dps cars anymore. I’m waiting for the updated dps fleet as well as the other updated leo cars to come out.
