sirens and lights dont work, models spawn but dont function

If lights don't work change the numbers in Carcols and carvariations

@ maregatto do you have the lighting templates for the cars? so its not just red, amber and blue. So its just red and blue

pretty sure in the YTDs of all the cars you can find the lighting textures for them
