some files are DLC I suggest unlocking them using the IV Fivem Menu.  The steps are below

  1. Open DLC with the IV Menu
  2. Make a file called the name of the car
  3. Make 2 folders within called stream and data
  4. Drag stream to stream and data to data.
  5. Enjoy the vehicle.
