The MLOs are Protected by escrow system. If you find a way to break it they will work.

No. THey should work but you cant change the names of the menus DOJRP to your own. If you know .net scripting you should know how to change them.

they dont work ingame

i downloaded it then made a new file and put the data and stream and lua and put it in my cars in resource and then started it and it dont work in game

It's c# that's just the framework it uses. But you can use dnspy to decompile the dll's, you can also use JetBrains dotpeek to decompile it into Visual Studio but that doesnt give you all of the code straight. I'd recommend just learning c# so that you can make your scripts.

Can you leak Doj’s Gang unit stuff like these? There’s some other gang unit stuff too like the swat Tahoe and the dodge challenger.
