can you combine into 1 folder please

Not talking about any bridge. You don't understand because you don't have the problem. The shopping floor, admin, and casino are completely flooded for some of us. This means you can't walk there, you can only swim because you are under water. I don't know why you don't have this problem, I'm still seeking a solution. The picture i posted is after i removed all the tags from water.xml. Obviously that's not a permanent solution but it did allow me to walk instead of swim. Hopefully someone can shed light and what is causing this issue. Perhaps it is a R* DLC or patch. In passing, I disabled all MLO/s addons to confirm no other modes were causing this issue.
