That is most likely because the vehicles are locked I would assume, I may be wrong but that seems to be the likely cause

There is, its called a YMT file limit which only applies to Addon EUP it is different for every game version, I use 2612 it gives 4-6 Addon EUP slots or you can combine all your EUP into one big ass folder. Hope this helped 🙂
