Hmm well in the vehicles.meta, the Kayak section is referencing a handling ID that doesn't exist in vanilla GTA, so it would need to have a separate handling.meta file:
<handlingId>KAYAK</handlingId> (there is no KAYAK vehicle already in GTA so it can't find the handling and is likely one of the reasons it crashes when spawned)
But I think the main reason vehicles crash when you try to spawn in the them is vehiclelayouts, so maybe that needs looking at as well.
Out of interest, does the Kayak work for you?
Perfect makes sense, I have changed it to use your baller5 texture and removed the dependency.
The only issue I have is that there is an extra light tree spawned sometimes - if I use vMenu's Clear Area function it gets rid of the left one:

And start it before the other resources so it will be:
start RacingProTree
start dragtrack
start dragstrip_new
start drag_tree
This looks like the same as version 1 I think - there is no Dyno in the garage, and it also still has the issue of road textures disappearing around the corner near the LTD
Good leak either way, but just annoying it causes these issues as it is unusable on newer builds of FiveM
