In the case that anyone cant get the pack to load in game even when everything is correct, download the public NCSHP pack by Floyd https://www.lcpdfr.com/downloads/gta5mods/vehiclemodels/32333-els-add-on-north-carolina-state-highway-patrol-pack/ Once you got the pack place all of this packs files over to that public pack for the exception of the content xml and the setup2 xml since the issue appears to come from there.
