Yes, i have the folder in dlcpacks, yes i have the correct entry in dlclist.xml, and yes I've installed over 5,000 addons including hundreds of MLOs.

No, I don't have any conflicting addons. I've disabled them all except mrpd

Thank you for the offer but that's not what I asked. My question was has anybody been able to spawn this?

Just a reminder, that I have over 300 MLOs installed, about 1000 vehicles, and about 100 peds.

So how would you be able to help me?

I have expressed this before, and I think there might be an error in the Dlclist or something like that. It would be better if I could talk, as we are chatting in the comments.
 

@JanetLewisYeah, it works fine. I think something might be wrong on your end, but it works fine for me.

To make a long story short, I went through my 10,000 downloads (well not that many) and found 2 or Gabz MRPDs. I took one, deleted the one from here, and it worked perfectly.

Same folder name, same dlclist.xml entry. Enabled MP online maps  and there it was. No idea why this one wouldn't work for me and don't care anymore.

The PD I would really like to see in SP is Gabz Davis. I'll convert it myself when I get the time

Do you may ahve the gray MRPD or can convert one of them leaked here? i tried ti convert one of them that already got leaked here but i cant get them to work. 

do you have ottos single player by any chance?
