what did you think it was

 it says it uses mods that I must install or something when I try and apply it in game.

where's the reshade shaders folder? the ini file doesnt work by itself

no duh, you have to use the reshade software and select the preset then it will automatically download, unless there were custom shaders he used

Can someone leak his 3.1 version?
