If use  Policing Redefined  then Rename  DLC Pack  emsprops to emsprops2 and also drag and drop this files in GTA5/mods/update/x64/dlcpacks/emsprops2/dlc.rpf

        <Item>dlcpacks:/emsprops2/</Item>

Pretty sure he left the dev scene. None of his account's exist anymore.

His discord account still exist. It’s just under a different name for whatever reason he did a whole rebrand not sure why.
