every department is multi texture cars, these are just cars someone made DOJ textures for so they could get a bunch of downloads, also your comment makes 0 sense -
these are not DOJ cars, DOJ cars follow strict spawn codes PD1-PD33 HP1-HP18 and so on also they are not separate vehicles they are all built into one pack

create a pack, take the cars put them in a stream folder all the metas go in a data folder and the create a __resource.lua for it just look at other cars packs youll see how to do it -
