The only thing I can suggest to your friend is to make a new mods folder and try Installing the mlo by itself to see if it works or uninstall and reinstall the game. That’s all I can suggest, I am not a GTA 5 Chiropractic. -

Yeah latest version do not support old mlos. V.2372 is the best version for maps. But I guarantee you, there's nothing wrong with the mlo. It's just you need to downgrade.

What version are you on? I am on version 2372 (1.57) and it works perfect.
