The vehicle.meta is broken in this file and the cars won't spawn. You should use the one provided in Snappy's leak.

this doesnt work for the ELS stages, its either on or off, and the xml's are all changed to false

Yes, unfortunately there’s only one stage. Changing it to true will not fix this.
