You have to change it in the vehicle.meta file. -

It’s probably because the tahoe isn’t classed as a leo car. Check if the vehicle's "Vehicle Class" is set to "VC_EMERGENCY" and ensure the correct flags like "FLAG_LAW_ENFORCEMENT" are activated within the vehicle's .meta file. -

Yea but they do have the lvc script to control the lights. -
Dojrp has the chp cars in their server that are unlocked. The ones on this server are locked.
