i think they intentionally did it to stabilise the downloads for larger files it speeds up a lot after 20-30 minutes -

this car doesn't even use extras as lights it's non-els so it uses its carcols.meta use an els file configured to use carcols.meta

cool my point still stands as you've disabled the entire mods folder so i fail to see how you've narrowed it down to just eup if eupmenu.dll is crashing then just manually load it -
